- Have a good educational background, normally a first-level university degree in the relevant field of work
- Make a substantial contribution to the economy
To assess if the level of contribution is substantial, the Immigration Department will ask for:

- If you are already running a business overseas or are joining a business in Hong Kong, a profit-and-loss account statement and balance sheet showing the business turnover and profit in the previous year will be needed.
- Proof of financial resources including your personal and company bank account statements in the previous year and proof of other sources of funding, as well as the company’s latest audited financial report (if any) to demonstrate that there are sufficient financial resources to run the relevant business in Hong Kong and also support the smooth operation and sustainable growth of the business.
- Documentary proof showing the amount of capital investment. The Immigration Department will consider whether the investment amount can support the operation of the business or not.
- The number of jobs created locally. The Immigration Department will request details on the organisational structure of the business and the required number of staff and posts, based on the nature and scale of the business.
- Introduction of new technology or skills (if applicable). The Immigration Department will also like to hear how the newly introduced technology or skills can inspire creativity in the high-value-added industries in Hong Kong ( i.e. patents, etc.).
